I recently upgraded my gpu to a gtx 980 ti. It actually seems like I had better performance with my old gtx 970 on 1.3 than I do currently on 1.4. I'm seeing pretty constant 50-57 FPS in downtown and around Boston Common with dips to 47 fairly often. FPS hovering around 49-54 FPS in a large settlement room where I have counters and 7 ceiling light fixtures with nothing else in there.
Did I mess something up? Thanks in advance for any suggestions or input.
Updated gpu drivers when I installed the new card and also tried rolling back latest nvidia drivers to the previous one
Followed this guide for ini settings, etc.

Used Nvidia Inspector to limit frame rate, etc according to the guide above
Tried using FPS dynamic shadows - Shadow Boost by Alexander Blade
Tried using Vivid Fallout Landscapes and Vivid Fallout Rocks
Tried both of the highly rated texture optimization mods with virtually no improvement
