Supposedly I have 16 settlers in Sanctuary Hills.

When I ring the bell to gather my settlers, only 10 "people" show up.

I can't seem to find the other six "phantom" settlers.

How many supply line provisioners do you have assigned from Sanctuary? They count but won't show up if you ring the bell.

Sometimes my settlers get stuck in the cement shack foundations. I only notice when I tripped over their heads. I could only see the eyes and up. I have 7 settlers at Starlight, only three showed for the bell.

Also some Companions seem to classed as Settlers so that can throw off your numbers as well.
