Character creation screen too zoomed out?

I wanted to make a new character since the new DLC is coming out in a few days, and I noticed that the character creation screen was too zoomed out. Like I can see the fog on the glass as a square around Nate's face and I can see Nora out to the side before she even shows up in the mirror. I tried to make a character like this but I couldn't really see what I was doing..I have pretty bad vision and I'm sure I could proceed like this but it's difficult for me. I'm unsure how to fix this. Any suggestions? I disabled all of my mods and checked in my .ini folder (just in case) and my FOV is set to vanilla settings. I also uninstalled the game and re-installed it and still no luck.

From my experiences, the FOV setting is hard coded in each save file and doesn't change based on the ini setting. If it was set differently, it must be changed using the console. For example you can have one save at 90 FOV and another at 110 FOV. Once changed make sure you then save the game.

edit: Confirmed. If you load a save (let's call it save A) with a FOV of 110 and save it. Go back to the Main Menu and start a new game (save B ), it still uses the FOV setting of Save A.
