After giving the Signal interceptor plans to Sturges and building it, I went into the institute and loaded the holotape. I then finished institutionalized and returned the holotape to sturges and finished Inside Job. But it hasn't triggered the Nuclear Option quest yet, as Sturges still hasn't let me know about the water pipe into the Institute. Is there something I missed doing, or is this just a glitch?

Also, Sturges hasn't moved from where he was when I gave him the holograph. Talking only gives normal dialogue lines and trade menu. In workshop mode, he is also unassignable.
