To be fair, there were some big bugs that kept people from progressing. For instance, there was something about Monsignor plaza that I recall people had consistent problems with and then some other stuff as well with later portions of the main quest. Can't go into specifics because of the general forum, but, there were definitely big bugs that probably should have been dealt with before release.
With that said, there games have ALWAYS had the reputation of being buggy, and as much as that svcks, it is kind of the price you have to pay for the scale, world building, etc. And they have continued to make strides in that area; as you said, this IS in fact the most stable release they've ever had, that I can recall (remember the permanent projectiles in Skyrim and all the other weird glitches? ha ha).
I think with Fallout 4, it is just the unfortunate case that most of what they decided to cut was content that might have given the game more character. For instance, having the Combat Zone as an area where you can interact and bet on fights would have been amazing and maybe they decided to cut that because they couldn't polish it enough or whatever, but if they were going to make decisions on what to polish, I wish they would have given more time towards places and events that didn't involve shooting everything to hell and back. Which is a common complaint against Fallout 4 and hopefully one they take to heart with their next game.
