I recently traveled to Solitude for the first. Expecting to see a guard outside the main gate but he wasn't there. Thought nothing of it. As I entered the city, expecting to see the execution, I noticed Roggvir was perfectly fine standing next to executor. As I proceeded into the city, the guards started attacking for no reason. I tried reloading another save but to no avail. I tried disabling all other mods but nothing. Any help to fix this is greatly appreciated!

Are you a werewolf or vampire? I think those used to cause issues like this sometimes.
