I already got rid of all the old beds in the slog, but happiness just tanks.
You don't need Preston to send you to a settlement in order to unlock it. Just go and find the person who starts the quest. This works for all settlements except the Castle and Warwick.
Happiness is a pile of garbage and if you're looking to get 100 for the achievement, there's a better way to do it:
-Find a settlement that has only 2 people in it. Oberland Station is a good one. Hangman's Alley is also good because it starts off with 0. I recommend Hangman's Alley because it's centrally located, which makes it easier to pop in. I'll explain this in a bit.
-Make sure your CHR is high enough you can build level 3 stores. You'll need Local Leader and Cap Collector for this. Build a level 3 bar and a level 3 clinic.
-Plant 6 food. Just be safe, plant: 2 corn, 2 tatos, 2 razorgrain, 2 carrots, and 2 mutfruits.
-Set two wells for 6 water.
-Build 3 small houses. I built them together using 3 foundations, and separated them by walls. Then, I added doors to each one. Sort of like a duplex, but with one additional. This keeps resource spending low and gives them a place to sleep. Put the good beds in each room. Add a ceiling fan to each room. Not required, but it's what I did, so best not take chances.
-Build generators based on how much turrets you want to add. If you don't want to use powered turrets, throw down a windmill or small generator. You only need it for the lighting.
-Build a settlement recruiter beacon and get one more person to the settlement, for a grand total of 3. One the third settler arrives, store the beacon! If you forget to do this, more settlers will arrive, and makes things complicated. Don't forget!
-Now assign 1 settler to the bar, clinic, and food.
-Place turrets around the area for a total of 96+ defense. I used 12 heavy machine gun turrets because they're cheaper.
-Finally, one more step, and this may or may not affect happiness, but again, it's what I had set up. Go to a different settlement and send a supply TO your settlement that has the three people. Do not send FROM the settlement (you'll need a fourth to do this, which skews the attempt). Supply lines seem to increase happiness to me, so there's something to it. Take no chances.
That's it! Now, it's a waiting game, and it will take about 5-10 real time days to get 100 happiness. The catch: you need to stop at your settlement at least once a day, and say for about an hour in-game time. You'll often see the arrow pointing up when you arrive.
The other reason I chose Hangman's Alley is because I can seal off two entrances (both have doors, so you can miss them), which stops Raiders from spawning. One spawn point is at the upper door and the other at the front. By blocking them with walls, they couldn't get through. I haven't seen an attack in HA since I showed up and took it from the Raiders.
The Slog is going to be hard to get at 100, but I've seen people do it. Just takes balancing out the right food, water, defense, supply line, and setup, so hang in there.
By the way: many times, those arrows will show a decline and won't change until some time has passed. Leave the area and come back in a few in-game days, and it should change. Settlers may also tell you what's wrong, so pay attention. If they're complaining about aches and pains, you need a clinic. If they're talking about being hungry, there's not enough food (should be 2 food for every settler).

The Slog was one of the harder ones for me to get 100% happiness.
I got rid of the Arlen Glass ghoul then scrapped the beds but i had to be extra diligent there with bed allocation.
For some reason I had to do it manually.
In my game it's a settlement where settler assignment can go wrong.
It is possible though.
I have 24 settlers there but it gets attacked a lot.
Bar spamming is what you need to do when you have a lot of settlers at a settlement.
The other option is to send settlers away i suppose but i prefer lots of settlers so that they get to defend themselves while I watch.
