Depends on if i am feeling too lazy to attack a place myself, can just get artillery to clear it for me and then loot what remains.
I always used it, but it seems it has become bugged or something. Before it seemed I would get an almost seemingly endless volley. Now when I throw one I get only a few shots, none at all, or its so delayed after I'm sure its not coming and I move in, I'm suddenly in the middle of it. So I don't use it too much anymore.
My Minuteman character used it extensively. My current character has had on contact with the MM so she doesn't have artillery at her disposal.
All that stuff adds weight and I like to keep my character as light as possible to pick up junk so I just end up dropping it into storage and completely forgetting about it. So, nope.. I didn't use any of that stuff. Probably would have been handy during the attack on Castle.
I found early on that Arty was more trouble than it was worth. It takes a lot of resources to build a decent arty battery at every settlement to get almost full map coverage. I rarely used it even when it was in range. There just were not enough situations where the enemy would stand still long enough for the arty to get to the target.
In my last few play throughs with new characters I have been using a mod that lets the arty from the Castle range out to the whole map. But even with that 5 gun battery with all that range I hardly use it.
The problem with artillery is the dumb smoke bomb targeting mechanic. Its range is half the distance of a normal grenade, and the entire salvo could take a long time to fire since the guns need to run through a slow animation to turn the gun in the correct direction. The range of the guns themselves are very short. realistically, one should be able to call a target within medium scope range, not this stupid smoke bomb that you toss 20 feet and then run like hell.
Yes, though I get frustrated when tent flaps shield the enemy from Exterminatus.
