You just found a tear in reality that leads to a parallel universe, it's no bug.
Looks more like a hardware problem on your side. Never encountered such a thing in my playthroughs.
I dont care what I found and where it leads. All i know is that obstruct my vision!
All other games released before and after F4 works well.

I'd say that's definitely a hardware issue. Just because it only happens in Fallout 4 doesn't mean your hardware is fully functional. Different games stress the system differently.
For starters make sure your graphics card drivers are up to date and the hardware isn't overheating.
Do you see that at all times? I used to get that every once in awhile but it would resolve itself with a reboot. That's really odd.
Probably It's hardware. I had the same issue in Skyrim until I changed the gpu - bought a new one. Other games no problem, but Skyrim. I decided that new card would do, and it did.

Yeah, you can't really judge one game by how another one works. I have games that are supposed to work with my system that don't and others that aren't but do. .. So many factors in pc builds that it's a wonder any game maker can account for so many variances.
If on a PC please post a full dxdiag.exe report in spoilers so we can get an idea on your system and see if can find any problems in the report.
Does it happen everywhere or just at a single location. If on PC are you using any mods?
Does it happen with a new character?
Dxdiag for sure...we don't even know your hardware specs!
