Turned off Vsync and turned on frame smoothing in INI, No change
Turned off SLI, No change
Verified Game Cache, No change
Tried windowed mode and
Game Is unplayable, Hangs for seconds at a time resumes to stuttering and then to normal 60fps. been trying to fix it for a week, trying old and new methods of fixing stuttering. R.I.P Fallout 4
