Is it possible to close a settlement?
The two settlers at Tenpines Bluff are a bit isolated right now and would love to move them to Sanctuary or the Abernathy Farm. I am not seeing an option to ask them to move.

I too would like to shut down a settlement. Coastal cottage has one dude with his needs met but only 24% approval . From an RPG standpoint , it's not worth the time and resources to help this ingrate but I don't want to just blow him away....
You can but there are issues with it. The settlements without any issues are the ones you find with no settlers at all living there when you first get to them. You simply have to go into build mode and hit R (on the PC) to open up the menu to show a list of settlements you can move the settlers to.
Now, the settlements with issues, are the ones that have settlers already living at them when you first get to them. You can not tell those settlers to move to another settlement. If you are on the PC there are some console commands that let you move them but from my experience they act funny when they get to the new settlement. Funny as in they do not do anything, even the assigned tasks you try to place them on. They are in effect useless and just consume resources. That is my experience, others seem to not have an issue with it.
The only sure way to remove settlers from these settlements is to go out solo and kill them off. I suggest you don't take a companion with you. Most companions have a fit when you kill friendly settlers. I have done this at Nordhagen Beach numerous times. Kill the two advlts and the kid runs away never to be seen again.
The settlements with named pre-existing settlers, I just leave with those people in them. I make sure they have enough food, water, and beds for those few settlers, then I give them enough turrets so their defence equals at least the sum of their food and water. I find that if I do that, I don't often get called to help defend them.
If you link them to your network with a provisioner, then they at least act as useful outposts to drop off junk when you're nearby.

I think you can also "sell" a settlement to the BoS if you don't want to deal with the place anymore. I've never tried it though, so someone else will have to post details.
Since Coastal Cottage is one of those that didn't have any settlers to start with you should be able to move that one.
I've moved some settlers from small settlements to big ones. It is easier to take care of them, and it is one less settlement that needs help.
The two at Oberland station are even more annnoying. At least I've been able to make Tenpines a little more defensable
You know, I was really hoping for a Railroad equivalent of this. More of an alliance and safehouse for any operatives. I do put up RR Flags in my Settlements now, because at least it makes me feel better.
Jake Finch is a Provisioner for Finch Farm in my game.
The option to create a Supply Line is LB on Xbox One. You might have overlooked that. You have to have selected a Settler first though.
Never noticed tbh. I just assigned Jake to the Supply Line because his family and him weren't getting along. He travels to Taffington along with all of the other Provisioners in that area.
