CTD on entering Talos Plaza District

Im not too experienced with modding so I dont know if what i was doing/had done in my save matters. If it does, please let me know and id be glad to add more information. The title is pretty self explanatory though, im fairly certain either the area itself or an npc in the area is causing a crash during the loading screen. I cant tell which because I never actually get in the area. Ive determined that turning off all my mods makes it work. My load order is as follows

Bit of explaination: when first noticing this problem a few changes from the current load order.

I had OBGE instead of oblivion reloaded

I had p1dkeychain active for the 8 hours of save before noticing

I did not have the 4gb patch

Patch was active instead of patch1 but that was simply remaking my patch in tes4edit after the mentioned changes

"self made changes" is a couple of personal tweaks to damage values on artifacts, enchantment amounts, and a few gameplay changes such as changing armor cap to 95% instead of 85%. I dont know how to use anything that involves placing items or changing cells and did not do that, and the only two npcs i changed are adding a single spell to the 2 dark brotherhood vendors, both of which should have nothing to do with this (but i guess i dont know that for certain)


The aforementioned changes are things i came across while looking up possible solutions to this problem just before posting, but the problem persists with them. I have no huge problem with changing most of these things as long as an alternative is mentioned, and a few i could part with altogether if need be, for general modding tips and quality of life/stability reasons. I have absolutely no problem with changing/removing whatever is causing this if anyone can help, regardless of an alternative. I can provide any extra needed information, but im fairly sure thats everything relevant i can think of. thank you in advance everyone.
