Dragon Rising bug, Help!

So I've done a ton of sidequests before progressing with the main story line, as a lot of people do.


I've gone to the stormcloaks and done all that, leading to giving the Jarl of whiterun the axe from ulfric so that the quest box says to finish with the dragon buisness and all that.


and when I try to progress from bleak falls barrow to Dragon Rising, I'm not given Dragon Rising, the wiki says to pre-load and do some things so the game loads the quest order correctly but this is my only skyrim save and Bleak Falls Barrow is separated by a lot before Dragon Rising even comes into my game.


I've tried a lot of console commands and everything 2 hours of searching could find, these forums were the last place I was referred I am very attached to this save as it is my first and help would be appriciated.



these are my mods, I've done stuff with them disabled, turned on etc. including mq104, setstage, and startquest.

Arrows of Instant-Kill


Realistic Ragdoll Force


Enahnced Blood


Killable Children


[every dlc, dawnguard, etc]


No Execution Blur


Dawn of Skyrim


SkyUi


AHZmoreHUD


Remove Interior Fog


SMiM Merged


Realistic Water


Argonian Access


Moss Rocks


Better Dynamic Snow.



They are all in Nexus Mod Manager.

UPDATE


I've tried restarting the previous quest with resetquest mq103 and then giving myself a dragonstone with further console commands, giving it to farengar doesn't trigger anything but the same place I was initially stuck on, the quest just simply wont start up, not even with player.setstage mq104 10

I suggest that you scrap everything and reinstall Skyrim. Only use http://afkmods.iguanadons.net/index.php?/topic/4276-relzwipz-unofficial-skyrim-legendary-edition-patch-usleep/ and http://afkmods.iguanadons.net/index.php?/topic/3211-relz-alternate-start-live-another-life/ until you have finish http://en.uesp.net/wiki/Skyrim:The_Horn_of_Jurgen_Windcaller quest and saved your progress.



After that you can, if you wish, start adding mods, but remember once a mod is in use it isn't recommended to uninstall a mod in Skyrim due to Papyrus.

Especially avoid Killable Children.



I won't dig into who of the Whiterun's kiddos was killed and whether you killed one on purpose or it was some collateral damage, but the fact is,



it's a plausible explanation given the symptoms you describe.
