Well, maybe it's still unlocked in Italy. When does the STEAM page says it will be unlocked? Here in Spain was launched today at 2:00 AM, and until then when couldn't even install it.

You should try contacting Steam support. They would probably be better help for this issue. These support forums are community based this is not "official" technical support.
