Nope. (unless I somehow missed it.)

And it also incorporates other stuff besides textures.
There are also packages (like Darker Morrowind) that cover many things, but most people just use those as a starter template, and then add/replace certain textures to suit their taste.
You can replace most textures with a small amount of mods though. Since most texture modders cover a large amount of objects in one project. (all armor in one mod, for example)
There are some textures which have never been updated.

In all fairness, it applies filters to textures, but overall gives its a higher quality, more cohesive feeling since it is applied to all the textures.
I got the overhaul set up, but now any enchanted items are a solid bright white. How do I get them to look normal?
Go into the mgso options and in the lower right hand corner there should be the options for the enchantment shimmer. Removing the shimmer should fix that
I just checked, and it covers most everything. The textures it doesn't replace usually have new models and paths to new textures (better bodies, better clothes, vurt's flora, etc.). But here is everything else.
Lots of menu/UI textures I won't bother listing. Default water isn't changed, but mge-xe and openmw have their own shaders.
Armor(bonemold, chitin, dwemer, ebony, glass, indoril, netch) and glass weapons. HiRezArmors V2 will cover everything except the glass weapons and and dwemer armor.
Everything else(a lot of which doesn't need to be changed, or likely isn't used.)

Alright, I cleared the shimmer. I don't want to restore the vanilla "plastic wrap" effect but is there a mod that puts a subtler effect on enchanted items?
Also, plain steel armor is showing really bright white. I think that may be a reflection bug. How would I fix that without turning off armor reflection for everything else?
Interesting. I agree most of these are probably unused...hrm...
And Mordigant, I'm sure you can look up "Pluginless No-Glow" on Morrowind Modding History, and you'll find a well known one. There's also "Glow Reflective Maps" or something that adds a very subtle effect to it.
