Keep in mind that Fallout 1 and 2 are very different games than Fallout 3.
Fallout is sort of set up so that you can't have an "average" character. You're forced to specialize to a degree.
First time playthrough, I recommend high Agility and high Intelligence (10 Ag is great Int should be around 7-10). This means that you'll have a high amount of action points (crucial for combat), a high chance to dodge attacks, and a high amount of skill points per level. Distribute the rest of the stats depending on how you want to play-- High strength for melee or big guns, Perception for sniper, charisma for diplomacy/lots of followers. No SPECIAL stat should be below 4.
Select the Gifted trait. This will add +1 to each SPECIAL stat, but lower the amount of skill points you get per level. This is probably the best deal of all deals in history. This isn't like Fallout 3 where you're going to be constantly finding bobbleheads and magical armor that will increase your SPECIAL, what you start with is for the most part set in stone with a few exceptions.
One thing- I wouldn't put Strength above 7, since once you get the power armor it adds +3 to it and the stat cannot go above 10.
