Okay so, you may hear about NPC glitches a lot, like glitches where they don't talk to you or whatever but I encountered this one glitch that I have been unsure about for years and I haven't seen anyone yet with the same situation. Here's the story of what happened:
It was around 2012 or 2013, and I had started a new game and all, and I got to Solitude for the first time; knowing me, I explored the city for a bit to see what was there and it all seemed nice but that's when I ran into the glitch. I was eventually located to the centre of the city where the Hall of the Dead is placed and I saw this NPC standing by the south side of the building. As I approached him (I remember him being a he) his graphics weren't rendering, even when I was stood close to him. He had missing textures, I attempted to talk to him because I thought something was up, but his voice was quiet, almost distorted and I couldn't understand him. I cannot remember if any dialogue was shown at the bottom of the screen but he stared at me and I think I remember that he was leaning against the wall, I'm not 100% sure. So obviously I was kinda suspicious and at the same time freaking out. I walked away hoping it would fix itself but my natural instinct was to look behind me to see if he had disappeared, which he had, so I walked back towards the building to circle it and see if he was still there and with my surprise, he was; he was standing against the wall on the north side and I got really scared and just ran off to carry on with my missions.
To this day, whenever I enter Solitude, I can't help but check the Hall of the Dead to see if he is there, which he isn't and it really got me wondering. I've posted on other forums, I've googled it but nothing seems to match my issue so I'm hoping to at least get an understanding from another person haha
So if anyone has had this occurred to them or whatever, please feel free to add on to any of this etc.
