you can install the game in whatever language you like, just set the according language in steam's preferences.
you'll have to reinstall for it to take effect though iirc

oh, sorry, totally did NOT consider console versions, just talking pc version.
on the other hand though, german isn't that uncommon, so i figure they'll have that covered for consoles too
...and in any beth rpg i ever played, it was possible to run the game in english with subtitles in any language they were available in,
which is pc again of course, but i see no reason why that'd be different in console versions
in doubt, just get the language files as rosveen said and try for yourself, nothing lost but the time for downloading at worst...

i'm apparently spoiled by being on a pc located in austria and having steam offer me versions in languages i didn't even know exist before that,
and that i can switch to anytime.
but since the op speaks german, they'll likely be in germany, switzerland or austria as well, so it might not be that different for them
edit: just occured to me what this might be about:
differing censorship rules in different countries = language versions
...which might be a problem for the op, depending on where exactly they are.
in austria, video games hardly ever get censored for anything, except nazi glorification. which might be why nobody cares what language version of a game that doesn't contain any of that i download from austria.
in germany though, the according rules are... uh-rhm... tougher (trying hard to suppress a facepalm here , thereby potentially causing language version limitations

so that's basically a distributor thing, not some attempt of, like, language grouping
(it'd appear pretty random as such, with hungarian not being related, russian having a different alphabet and half of the rest of slavian languages missing at all)
and, just that i get that right, this is NOT about any censorship laws, just really that "ceneca" only, right?
