I uninstalled the Legendary edition patch, and installed the DLC-specific patches.
The follower cursor still appears.
Maybe a quest? What happens when you uncheck all quests?
With all mods disabled, does this happen in a new game? Disabling all mods includes Renaming the scripts and interfaces folders as well as disabling any skse mods. THe problem probably isnt a texture or mesh or soundm od problem.
No mods at all.
I uninstalled Skyrim completely; unsubscribed all mods, deleted all skyrim directories, and then reinstalled Skyrim Legendary and the patches; nothing else.
Pure vanilla install.
New game; the glitch first occurred at level 25, and is happening more frequently as I level up.
What does the quest marker point to? Can you upload an affected save? http://www.tinyupload.com/

I'd cleared all quest markers.
Give me a few days; my wife and I are on nearly identical machines; she's running Win10 64, I reverted to Win7 64 a couple of months back.
We have the same video card: GTX 460 1 Gbyte (yeah, a 4 or 6 Gbyte card is on our wish list, and that'll be a long ways out.)
Two weeks ago, we updated the driver.
On a hunch, I rolled back my driver late afternoon yesterday.
She still has the bug; I don't.
I've no idea why the driver might (if at all) be causing this; however, we've both had glitches after updating the driver in other applications and games (Photoshop, Civ V), etc; the glitches in my other software and games went away; her's didn't. However, it doesn't actually surprise me, as we've had to roll back video drivers in the past.
She rolled back her driver - and her non-Skyrim glitches went away.
I'm now back to suspecting a mod, and did a clean re-install of Skyrim yesterday afternoon, tes5edited the core files, and started a new game last night, and am now adding and thoroughly testing one mod at a time.
Considering how many posts there are out on the net asking about solutions for the same problem, I'll keep you all posted.
Thus far, all the following have passed with no problems:
SKSE/SkyUI (won't play without it; playing Skyrim over the last few days without it was, well, painful)
SPERG
Amazing Race Tweaks (all races; these are the only ones we subscribe to on Steam; the rest are Nexus/NMM.
