This isn't really a question, it just makes me angry.
You really just need steam to activate Skyrim on your account and DL any updates if you dont have them on the disk. From then on you can play in offline mode if you like. Are you on a laptop?
Local web cafe or library with Internet should suffice.
I use my phone as a hot spot...but never play on-line. Steam is always in the "off-line" mode and I usually just say no to any update it say's it need's.. towards the end of my data cycle I look to see how much any update or sync will take..then if I have it, I download..if not...not.
I agree its pretty silly to put it on a disc at all I guess they didn't want to have to deal with different versions and different DRM's, etc. Its by no means the only game llike this though you'll struggle to find much thats any different.
Not silly... how many GB's is Skyrim and all the DLC's?..plus updates... yeah without a disc, I would have to find someone willing to download the game for me, put it on a usb or disc.. kinda hard to take my desk top to MickeyD's...
I still after 4 months have not downloaded the DLC's for DAI... I bought the game on disc for X-box 1..thinking the DLC's where also on disc, but.. the DLC's are download... I will eventually download them...
What I am saying is not everyone has unlimited band-width to download whatever they want. I don't have a "land-line" at all..
Find a friend or a neighbor who has a working internet connection, and activate your game with your account info that way. (steam exe should be included on the disc)
There is no other way...
btw, the box says, that you need steam to activate the game.
