I made a similar post elsewhere (tried to delete it), but now I have definitive data that ASIS isn't working for me (my fault I'm sure, newish to modding.)
I've noticed that NPC mages aren't casting Apocalypse mod spells. The new spells are on vendors, however. When I run TES5Edit from Mod Organizer, I can search for specific mages, such as
That enemy only has 7 spells, all vanilla, and only 9 perks. After running ASIS, since he's a boss, he should have circa 118 spells, and 57 perks, according to the ASIS page. So, I'm doing something wrong. Also, none of the apocalypse spells are showing up so they aren't being populated on NPCs.

thanks for any help
EDIT: actually, i think I figured it out. this guy:
So I think maybe ASIS is doing things correctly if it is modifying the basic templates for enemies. My question is: do the spells/abilities/perks from the most basic templates carry through to their higher level versions? And, is there anyway I can get ASIS to prefer the Apoc spells over vanilla?
