part of the direction in STEP said to extract d3d9.dll, enbhost.exe and enblocal.ini into the skyrim directory. After doing that neither the laucher nor skyrim would launch. Removing d3d9 I could launch the game again. What should I do?

There's a number of programs that might interfere with the ENB DLL. MSI Afterburner, Fraps, any kind of recording software, basically anything that could hook into skyrim.exe. Also, you may have to reinstall Directx 9.0c
