I seen that the video was posted in February 19th 2016 this year. Can someone tell me if this mods allowed or is this stolen from bethesda?

Yes, yes it is stolen from gamesas. At least the textures are, not sure about the mesh.
Tested it by opening up nifskope and switching textures with the ones I have from oblivion. If the texture or meshes are different, they wouldn't have lined up correctly, or have subtle differences.
Neither is true in this case.
