Dova Restored

Restoration loop + Roggvir's Amulet of Talos = unlimited shouting with no cool down period so long as amulet is not unequipped. Player level 17, no armor, alchemy 100. M 100, H 100, S 260. It's actually pretty fun.

Slow time. Storm call. Call of Valor. Slow time. Fire Breath. Fire Breath. Slow Time. Repeat... All while easily dodging attacks and projectiles.

It is very powerful, but that seems to be the case with shouts. They are either next to useless with a cool down or monstrous without one. I played on novice difficulty. Playing on Master or Legendary with little in the way of defense (100 health, no armor or magic resistance) would keep the challenge up.

Roggvir's Amulet is a quest item and remains equipped through Diplomatic Immunity. The exploit is usable throughout the main quest and dragonborn. You do have to unequip the amulet during Sarthaal so a second restoration potion is needed. I didn't run any other quest lines. I destroyed the Brotherhood, exploited Paarthy, and scaled the mountain above Ysgramor's Tomb to obtain shouts. I'm missing only the word from Snow Veil Sanctum (3rd Disarm) and all from Dawngaurd.

Yea, that's insane. I saw an assassin build that used the slow time shout with the cooldown recution thing + amulet, so he could keep the game on slow time for indefinite amount of time.

That along with an assassin build with all damage multipliers for sneaky moves makes you almighty!

It's fun to explore the different playing aspects.

You can also get a good shout cooldown reduction without exploits.

Amulet of Talos

Blessing of Talos

Morokei (actually only works with the unofficial patches, but it works out better cause you can't use fortify restoration exploits anyway)

That's a 60% reduction which you'll have by default, and you can bump it up to 80% while Dragon Aspect is active. Fortify alteration potions+stability are a great way to make slow time last longer.

I read of another way to do it as well. Have 5 amulets of talos in your inventory, then simultaneously transform into either vamp lord or werewolf while activating dialog with a follower. When timed right dialog will open while the transformation animation is running. Trade inventory with your follower, giving them the amulets. Then equip all five straight from your follower's inventory. Transform back into human and you'll have all five equipped providing 100% reduction.

I'll have to give that one a try. Depends how much of a pain in the butt it is to get the dialog timed right. :)
