I think not..

"Dude where's my horse" ? It is useful yes but your memory could do the job too, and it would be more immersive.

"Horse Management" provides some new/different features, so I would say it is up to you if you want them or not ..

You probably already have it : Oblivion Reloaded has a combat feature which allows you to cast spells and use weapons on your horse (if I remember well)
