Is there a mod that makes the timer that resets cells continue to countdown (or whatever) even if you enter into that cell again? I tried Google but my only results were for instructions on how to reset them.

Not that I am aware of, no.

I too would be interested in such a mod. Flora Respawn fix does this for respawning plants, but I don't know of a mod that does it for anything else.
