I have just one quick question about Skyrim Special Edition. On the steam page, it says that if you buy Skyrim and all DLC you get special edition for free, but I already own skyrim legendary edition. Will I still be able to get special edition or will I have to buy it because i didn't buy the game now?

Yes, if you own Skyrim + all DLC OR Skyrim Legendary Edition from Steam, you'll be eligible for a free copy of Skyrim Special Edition.

It was my understanding that you must own Skyrim Legendary for the free upgrade. On PC.

You just need Skyrim and all the DLC's on the PC or the Legendary version since that version has all the DLC included.
