Yes, both systems will get mods, but the mods on PS4 are going to be a lot more limited than Xbox One because PS4 mods cannot have any external assets. That means no new skins for weapons and armor or anything else. It also means that mods cannot use new scripts, which means no survival mods, no mods that add new journal quests and some other things won't be available, like scripted spells (but non scripted spells will work and there is a lot you can do with magic in the CK without needing new scripts). There is still a lot you can do with just the CK and no external assets, but there is also a lot you cannot do. If mods is what you are after, the Xbox One will have much more available than the PS4.

If you are looking to get the PS4 Pro and mods are not a main reason for getting the enhanced edition then I might pick the PS4 version of Skyrim since that will have 4k support and if you have a 4k TV. No idea on how that looks. There was no mention if 4k will be coming to the next version of the Xbox One (Scorpio), but that one will likely be released late 2017.
If you have an alright PC and if you have the legendary version of the game or the game with all DLC you can get the PC version for free and have the best platform for using mods. Even Xbox One is limited to what mods will work.
If you can control yourself to keep the money in your hand, until you are informed. Your gonna be able to do the best choice, like everything in life.-->People who already take the fall/pre-order get the game 2 days early, so your gonna see a lot of reviews on Youtube and they will tell you truthfully in which platform the game runs better ;].
