Well not just inn room rental price, but the "spend gold via dialogue" in general. If I want to change stay at inn from 10g to 100g, both in amount displayed in dialogue and actual amount deducted, where do I change that?

Or if there is an universal thing I can change all "spend gold via dialogue" to be 10x times more expensive, I'm also fine with not changing the amount displayed in dialogue.

Other similar scenario I want to change:

- Buy / decorate houses

- Buy lands

- Buy horses

- Bandits asks you to give them gold

- Travel by carriage

- Travel by ship to Solstheim

- Bribe / pay fine

- Give money to beggar

- Invest in shops

- Hire mercenary

There are Global values that govern some of those, like inn rental, horse cost and carriage rides. Not sure about the rest.

You mean the values in Gameplayer > Setting?
