Bandit Chiefs in Cracked Tusk Keep

Most games I capture and use Cracked Tusk Keep for my early characters. I could care less about the associated quest and never even enter that part of the keep. Only once or twice did I do that quest, but not usually, because the guy is an idiot.


So this game like many others, this is ideal location, it NEVER respawns. One must be careful where radiant quest send you and reload if it is here. I've never had a problem though.


Today I went into game I had a half hour to kill. I heard people talking, I thought at first I had not got all the Orcs. But no, these were white guys, two wearing full steel armor. I'm level 11. Nord female melee character, sort of battlemage.. Anyhow, I stood up and walked out with axe drawn and summon spell at the ready.


All three that I fought were named "Bandit Chief ". I dispatched them surprisingly easy, considering when I looked down I had not put my armor back on and was wearing my dress!


The fourth ran away like a little girl screaming "We are routed! Fall back!" I did hear when he left, a door sound that does not happen in that keep. All doors that were locked have remained locked. Pretty sure NPC's can't work lockpicks.


At first I thought it was because I liberated some ingredients from the dead Calcemo, after having done that quest. He is bugged and you will sometimes get those guys "visiting " you, even if Calcemo is dead when you theft.


However none of the three remaining had any note on them. Also one of the chiefs had on hide armor.

Any thoughts on this?

I have never had anything like this happen here. This keep does not respawn. I've used it as a beginning home many times.


Edit: Will these bandits come if I am in a different cell?

Travel to Markarth for instance, does the game carry on elsewhere? Is Faendal still chopping and carrying wood in Riverwood?
