I am not sure but do everyone get a free Special Edition if they already bought original Skyrim?

I have bought Skyrim looong time ago i think in 2012 or 2013, and added it in Steam

Now i open Steam again and what do i see in Already owned list games: Skyrim Special Edition

dafuq i have not bought it myself, and it say last wednesday i have bought it?

Now it is weird because my mastercard doesnt show anything with i have bought that game

So a free game because of original Skyrim or what is it?

Everyone who owns standard edition and all DLCs on Steam is eligible to recieve Special Edition for free.

I thought that was common knowledge by now.
