Now the problem is i can't use bethesda.net launcher because i'm in China,i even need a vpn to reach this site,so can anybody tell me will it be released on steam?Thanks!

Highly unlikely unfortunately, Bethesda is trying to make everything in-house I wouldn't be surprised if they ditch Steam for purchasing and downloading games too in future.
