Since both mods that do that require SKSE, I'd say the answer is no.
However, has anyone confirmed whether this bug is present in SSE? Since it is an engine bug it might have been fixed in the new engine. The two mods that "fix" this issue in 32 bit skyrim don't actually fix the underlying problem. Instead, they have implemented a clever workaround using scripting. To really "fix" it the engine needs to be fixed, and now I am wondering whether that happened or not.
