Starting a new game with a high level character?

My first play through, I had a lot of fun developing my characters skills. Unfortunately, once I got the skills all leveled up, along with the associated perks, the game got a little boring because all the major quests were done. It quickly got old with not much to do except radiant quests.

What I'm wondering, is if it would be feasible using console commands, to start out a new game with a level 50ish character, with all the associated perks and skills in place? Or possibly drop my level 50+ character into a new game? I don't want to make the game a cakewalk, so I'd want the rest of the world to be leveled comparably.

I just think it would be interesting to go through all the quests at full potential, against full potential enemies.

Is this feasible to set up without a ridiculous number of console commands?

I'm on PC, and still playing the old 32 bit game.

Ideas?

Thoughts?

Edited to add: on further thought, I guess starting with shouts would be out, since they are mostly quest related!
