Need help with terrible framerates

I've tried a lot of things here, but my framerates in the opening scene with Dren get below 30 sometimes, i shudder to think what they'll be like when I'm actually fighting groups of daedra. Will post a dxdiag below. Even when adjusting the graphics to super-low (my rig should run this game with graphical mods flawlessly), there's still the same problem. at first I thought it was my cpu throttling due to high temps so i even got a new heatsink. I figure it's a problem with oblivion not being able to utilize the 4 cores of my processor. I'll be overclocking soon enough, but short of that, when can i do?

It's not your processor. Mine is clocked lower than yours and doesn't have this problem, and seeing as we both have Core 2 Quads (mine's a Q6600 @2.4GHz)....

I can't really help you much on the GPU front since I use nVidia, but I can see that you're getting a lot of page file usage.

Try turning off some background programs in MSConfig to free up the page file for your gaming needs. I've brought mine down to about 500-600Mb on boot-up. This is particularly crucial for Oblivion, because the engine makes much heavier usage of the page file than most other games, especially when modded.

Quite a lot, actually, and a great deal of them are graphics upgrades. My FPS is capped at 30 and it doesn't usually go under that unless I'm around a bunch of NPCs outside, or I'm close to a big city, even then I don't usually go below 15. This includes mods like Better Cities, Unique Landscapes, and a bit of Qarl's and RAEVWD.

I do use OSR and Streamline, but only OSR manages my FPS, and I'm using heap replacement mode 1. Streamline just periodically clears the game's cached cell data and autosaves for me. That's on top of several other advanced optimization tricks. In short, I put a lot of effort into getting my game running as good as it is.

All that, however, doesn't apply to you, since you are apparently chugging in the tutorial dungeon, which doesn't bode well. You might try OSR out and see if that helps (OBSE obviously required), but like I said, this is about as far as I can take you. My knowledge of ATI cards equals my knowledge of quantum physics. :confused:

Appreciate the help, although i seriously doubt the card is the problem, since the frames are almost identical regardless of the res. or AA or HDR etc..

anyone else with any ideas?

so core specs are:

Q9450 @ 2.7ghz
Radeon HD 5970 ??? I see you have 10.12 of catalyst~ if anything as a last resort you can update to the new 11.1a hotfix (Do NOT use 11.1)
4 gigs ram (freq?)

Anyways - is this a fresh install of oblivion? Also oblivion wont fully utilize all 4 of your cores no matter what you do. Or your entire gpu for that matter (I have 2x 6950's and it only uses 43% even at max) , its a poorly optimized game.
Make sure your oblivion is a fresh install and that all "3d application settings" are set to "use application settings"" in catalyst- even tessellation. Then open up oblivion (remember FRESH install) and most likely it will fail to recognize your video card, so manually set the resolution to 1920x1080 and then open up and start a new game (type ~ for console then tdt ingame to see fps).

If your game is laggy with fresh install and the above settings then open up your ini file and find these 2 lines :
bMusicEnabled=1
bSoundEnabled=1

and set both to "0". Restart the game and check fps again. If no change then re-enable sound, and post reply =P (Also, even my fps drops to around 70 on vanilla oblivion when looking directly at the guards in the beginning area, so if yours is around 40-50 on the guards thats actually... what it should be)

Would you mind being a bit more polite? You could've simply asked him to put spoiler tags on his DXDiag. <_<

bMusicEnabled tweak is good if you get major stuttering with the audio tracks, or if you simply want to add a new layer of immersion to the game. You generally want to turn this off if you don't have a dedicated soundcard.
bSoundEnabled is not recommended unless you are roleplaying a deaf character. :turned:

Better for improving sound performance with this game is to install http://www.tesnexus.com/downloads/file.php?id=12331. This gets rid of the most offensive sound effects (creature footfalls) while leaving the rest of the sounds intact.
