Help turning a shout into an enchantment

So, there I was. I was perched in some bushes, waiting for the killer to show up in the Blood on the Ice quest. Everything was perfect. I had a clear line of sight, but no one could see me. Right before the murderer shows up, a blinding snow storm rolls in! If I use my clear skies shout, I'll be announcing my presence to the world. If I wait for better weather, another girl may end up killed by the butcher. Hang on... I'm a totally rad magic user! Death and destruction rains from my hands. Literally. Surely I can make a ring or amulet that will quietly clear up the weather while I'm wearing it.




I've never made a mod before, but was thinking of making what I hope will be a small one. I'd like an immersive way of changing the weather to clear in a stealthy way. It can be either a unique item or an enchantment that can be put on a piece of jewelry or armor. Another possibility is a bow or a type of arrow that would clear the skies when fired into the air. I did a search, but all I've found so far is fw weather commands in the console, and enchanting a new object by using the console command playerenchantobject 000877c9 00078ba1. That will create a gold diamond ring, with no description. The ring cannot be equipped, but trying to equip it will send out a fairly quiet clear skies effect that will indeed clear the skies.



While this works, I'd like to do it in a more immersive way. That means I need help figuring out how to create this in the creation kit, so I can make a small quest to obtain it, or at the least make it something I can buy somewhere. I've figured out how to create the object itself, it's the enchantment that I'm drawing a blank on. My creation kit doesn't list the clear skies magic effects so I can attach it to the item. Can anyone give me any pointers, please?
