So i finished the civil war questline on the imperial side but after i had finished it i realised that there were imperial guards in Riften, Windhelm, Winterhold, Dawnstar and Morthal. But in some cities such as Whiterun, Falkreath, Markarth and Solitude - only normal hold guards are there instead of imperial soldiers???

Is this a bug? Because it bugs me not having imperial soldiers in those 4 cities. It feels like i never did the civil war when i enter those cities Even the Thalmor have completely disappeared from the cities. In the past i remember there being Thalmor guards stationed in certain cities. Is this is a bug? And is there any way to correct it?
