To add to what the other's said... IF you have the laptop and the local library has good internet that's also a choice.
I use my cell phones hot spot as my internet... it mean's watching data but it's also an option. My bill can go up and down like a yo-yo depending on if there are any large mod's that I want to download. For instance, I am waiting on a mod right now that I know is over 1GB, which for most people isn't an issue, but for me, it can be.
So that is an option as well, you just have to decide what mod's are most important to get..... The 20GB's that my satellite internet had ( I no longer have that company ) went in the 1st day of downloading the "necessary" mods and updates... thing's like The Unofficial patches ( before USLEEP) SKSE, LOOT and some of the thing's I wanted... I was not able to get a few thing's I really really wanted until the next month... but that's the way the cookie crumbles.
Wal-Mart and other large retailers sell Hot-spot's and data card's to go with them... which I had thought about, but GB vs GB my cell data is cheaper... but it's another option IF you can't use the phone or anything else. Again you will have to budget your data use. Just one warning, they use cell towers for signal, so if you are in a place that your cell phone doesn't work good... the Hot-spot's won't work either. ( though I had one that I used going down the road in a Semi... yes it lost signal... but 98% of places it worked.)
