There′s absolutely nothing in-game, so anything is wild speculation.

-we know Jarl Balgruuf has some sort of trouble with his marriage. There′s no wife around, yet there were supposed to be two mothers, considering Nelkir.
-Nelkir also says he still worships Talos in secret.
-Balgruuf is particularly interested in the Greybeards, and makes a very similar remark to Karita′s, except in the past "I used to climb the 7k steps every few years".
-people wearing Circlets, especially civilians, tend to be nobility.
So I′ve always thought of her as Balgruuf′s first wife.
