So i'm going for the achievement "one with the shadows".

The special quest for solitude wont appear.

I completed at least 30 missions in solitude but nothing happens.

I never skip any missions, and not one mission is failed..

What can be the problem?

It took me quite a bit more than 30.

Is Erikur dead?

I dont know.. never heard of him.. i went to his house and no erikur, only a strange guy/woman..

On most pages they say you only need to do 5 missions in a hold to trigger the special quest.

Allready completed windhelm, whiterun and markath..

But the mission for solitude wont come..

If Erikur is dead, then the mission won't activate. Did you check the catacombs for his coffin? Alternatively, if you're on PC, save and bring up the console, then type "player.moveto 189a8". This will bring you to wherever he is, if he isn't dead. However, he can only die if you've assassinated Vittoria Vicci for the Dark Brotherhood.
