after winning and defeating the Jarl of whiterun, galmar says to go tell ulfric, but when I get to ulfric all I get are the small talk choices....I have reloaded from an earlier save and even started over and still cant get passed it, I have the patch and a few mods but have not had any problems until now....can anyone help???

Have you tried a game cache verify? Have you tried disabling mods? Dont overwrite saves while disabling mods and testing the game. Load an original modded save afterwards.
