So I'm stuck at the begining of the game and this is for The Elder Scrolls V: Skyrim Legendary Edition. The first guy is about to be executed and his says his two lines something like "I haven't got all morning" or "The gods are waiting for me, can you say the same?" but him and everybody else around me doesn't move and they all do nothing. They all just stand there and nothing ever happens! Nobody talks and that's basically it.

Note I have never even touched mods before this is Vanilla Skyrim.

Have you tried a game cache verify?
