With no cell changes or all involved lights scripted/changed in CS? MWSE scripting to find and change proper lights at run time maybe, so probably not something you can tackle, basically you should have all the mod done by some expert MWSE scripter, and it could be difficult to do/test/optimize
[EDIT]if you mean to automatically remove a list of certain lights in interiors in a mod (not at runtime in game), you could probably use tes3cmd, but again, you would need to be expert at it
what I can suggest if you want to try using tes3cmd is use a dump command to find proper object references first, use the delete command only when you are sure
