Isn't mobs a way to balance weapons ? Didn't maskar touch the balance of weapons? Or did he leave them untouched? Sort of curious

Maskar doesn't alter the stats (i.e. weight, Reach, Damage) of weapons. You can alter damage values of melee weapons globally, and the overall damage off all attacks globally, but weapons stats remain unchanged.
