Some stuff I think they've taken by inspiration from the modding community. I hope they did as that would be pretty cool and show they take notice.

Light staff - One screenshot shows the player holding what looks like a torch but on closer inspection appears to be a staff or short staff that is glowing at the top. I have a mod that does this in Oblivion.

Slower Backwards Running Speed - No more running backwards as fast you would when running forwards, I have a mod that does this installed already in Oblivion.

Dragon Mounts - Akatosh mount from Oblivion, lets you ride dragons

Finnishing Moves - Seems like something from Deadly Combat

I'm sure more comparisons will come to light as time goes on and we see more. I think it's super cool and almost like a nod to the community.

I just wish they'd but writing in books in :( I love jotting down important info into a book in-game.

Pleaseeee no riding of dragons... just... no. Everything else is game though! I really do think they look at popular mods take a look at new vagas, they took stuff from mods (weapon mod-kits)

I want to say yes, in answer to the OP, but not directly as far as I think about it.

This is all stuff that is found in plenty of other games, and I think there was just enough encouragement on all fronts that it became part of the game.
Though I do think there are plenty of things that were directly spoken about or worked on in mods and suggestions. I remember extensive discussion about perks, a few suggestions about controls / interface (referring to dual wielding, dual spells, etc). Plenty of calls for more unique creatures, some of which seem to be making there way back from DF.

But on the bottom line, yes. Here there be Influence.

I don't see why you wouldn't want to ride dragons... I mean, I wouldn't want to ride them either if the animations are as bad as the Akatosh mount mod, but Bethesda would obviously make good dragon animations if they were an integral part of the game. Okay, the animations svcked in the other TES games, but they've already stated that they've learned from their mistakes in this game. And even the animations from the last few games weren't as bad as the Akatosh mount's. If dragon riding has great animations and looks realistic, DO IT!

Not saying the Akatosh mount mod is bad, BTW. It's an amazing accomplishment even if the animations aren't professional looking.

Hmm, I thought I read somewhere that riding dragons was in. Perhaps they were just guessing.

I would be incredibly surprised and a little disappointed if riding dragons was in.

I wonder whether you can still ride horses?

Well considering everything including the kitchen sink was modded into oblivion, there doesn't leave much room any new features that weren't in mods.

iron sights being like one of the most popular mods for F3. Then they make their own system that appears in NV.
