I am currently doing this quest where I have to presaude the Great Khan to break their alliance with the legion and join up with the NCR. I have to bring brack proof for "Diane" that the legion persecutes drug runners. I travel towards where the marker takes me, I end up coming acorss the guy tide up on a cross. I can't talk to him about what he has done because hes begging for help, I cannot find a way to let him free.

I am seriosuly confused on what to do, Any ideas on where to start?
