How do I change the color circled in red from darkish blue to white?

I don't see where the darkish blue is there. It looks like brown where the red box is. Perhaps a more zoomed out clearer picture of what that is might help? And more specifics.

I basically want to change the skybox fade color but I cant find the color changing option anywhere.

I think that's handled in the weather - or the IMOD for the weather (try setting unused could textures to Sky\Alpha.dds).

Gotta ask, are you putting a fake sky plane in an exterior cell? If so, why? Why not just use the exterior sky?

I looked all over the weather data but I still couldnt find an option to change the sky fade color.
