does anything fix the flickering NPC's?

Why do NPC's flicker often when walking in towns? inside its ok but outside in my game NPC flicker at there 'seams'.

got better bodies/clothes on too..

Are you using an Intel video chipset? That happened on my old laptop. I never figured an exact "cause," besides that Intel integrated chipsets are weak and not really meant for gaming.

There is a known problem with the depth buffer handling that Morrowind has with some graphics drivers that causes flickering of textures in outside cells (and it gets worse the further away you travel from 0,0). I believe it is known as "Z-fighting" because the Z-buffer is the depth buffer. There were a bunch of nVidia drivers that had terrible flickering problems until it was fixed in fairly recent memory (at least on Linux). As NMZmaster mentions some Intel graphics processors are also afflicted. You can find some discussion every once in a while in the HW/SW forum if you search for "flickering textures".

I think the only way to fix the problem is try a different driver or graphics card, unless your graphics card allows you to fiddle with depth buffer settings.
