Fallout: New Vegas Mods

I know mods for Fallout: New Vegas will never come to the Xbox 360, but isn't it entirely possible for the game to be mod-friendly on the Playstation 3? It's been done before with Unreal Tournament 3 on the PS3, so why not New Vegas?

Is it possible?

Unreal was one rare exception that required a lot of thankless work from the pc community. I seriously doubt it would happen with fallout.

UT3 was moddable on the PS3 because the maps were completely separate entities within the game. Likewise with Halo 3 and it's Forge made maps.

Fallout: New Vegas (And Fallout 3 and Oblivion) are open world games and mods are intergrated into that one world. Meaning you could download something that broke the game and since the consoles are closed systems fixing that problem (On PC its as simple as deleting a file) would be extremely difficult. And due to the security concerns involving that, MS and Sony won't allow modding on a game like this.
