This is a good ol' coin with two sides and will never land clearly on either.
On the one side, it is entirely reasonable to expect a fully patched, 1.6.1820 GoTY installation. Half a decade since release, there really isn't a reason anyone should use an archaic version. If this was at all related to tech support, the answer would be a flat "require GoTY", no point troubleshooting bugs that've already been fixed.
However, there are people who don't have it. For those too lazy or uninspired, eh, that's their deal. Those who can't afford it or just can't find a copy, that's reasonable.
The bottom line, IMHO, is that if you need it, you should use it. In this case, you might be able to toss in two look-alikes you can find on PES or some community resources and skip the requirement. For just 2 objects, that's not really a clear necessity. However, if you need Trib/BM script commands, then you have to require support.
While there's no reason to make a mod GoTY just cause you can, there's no reason at this point to go too far out of your way to make it not. MGE and MWSE both require GoTY, and both are widely used and pretty popular. Most people do have. If you need it, use it, but if you don't, well, don't.
